Repeats and first and second endings
I have a piece that has several repeats and first and second endings and when I play the piece back the repeats do not function as I would like can I set a manual playback order similar to Sibelius , Play-interpretation- repeats

All is working as written!
The only thing is the D.S. command, where you may want to play the repeats again, i.e. actually a “D.S. con. rep.”. Then you need to check the “Play repeats” box in the properties of the D.S.. Normally this is not set and after D.S. commands these are normally played without the repeats in the voltas.

Yes but I need to add a 1st ending on bar 18 and a second ending on bar19 so I have a repeat either side of the DS when I do that the playback goes all haywire,

That was not clear from your appendix!
If I understand you correctly, then you have to insert a “D.S al Coda” in measure 18, the coda sign in measure 19 and a “To Coda” in measure 17.
Edit:
Unnecessarily, you have placed several voltas on top of each other in measures 9 and 10. This doesn't matter here, but it can still lead to problems, as I have already seen in other scores.

Personally, I find all the repeats, and things that can't be repeated, confusing. As well as helping to loose the focus of the song.
As it is you repeat the first section. Then move on to the Brother section. Then the Sister section. Then D.S. to the first section. This can't be repeated so we move on the Brother and Sister section. But this can't be repeated, so which do you sing? Then you move on to the rest of the song.
But how about this:
First section. Then do the Brothers. Repeat to first section. Then the Sisters. Then move on. It might be nice to repeat the first section each time. Or not.

We sing from bar1 to bar 9 then return to bar 2 for first repeat then on to bar 8 and jump to bar 10 then on to bar18 then back to bar 2 then play to bar 8 again and jump to bar10 then on to bar 17 then jump to bar 19 then play as written to the end with a repeat in bar 27 That how our Musical director wants it.

Hello again, still not able to set the DS. repeat on bar18 with "Go to Coda" on bar17 and Coda on bar19 and it just plays straight through, What am I doing wrong? I have other option useing 1st and second endings and repeat bars but they do not play as written, hope you can help.

You have set “D.S.”, you must set “D.S. al Coda”!

Change "DS" to "DS al Coda" and everything now playing as written , Thank you very much, but why did it not work using Repeat bar and first and second ending like it does in all the other repeats.

Nested repetitions are not allowed in Musescore - and as far as I know, not in music notation in general.
For this function there is D.C. (al Fine, al Coda) or D.S. (al Fine, al Coda) available.
(But I am not 100% sure.)
