Tablature without note durations

I don’t read music. Can I create tablature showing fret location and possibly left hand fingering but without a time signature and no note values?

No, but yes.
Music has a time signature, whether you care about it or not. And notes do have a duration, that's how music notation works.
But if you don't care about both, then yes, you can turn off the display of the time signature and barlines in Staff/Part-Properties and only enter 1/4th note durations and you should see pretty much what you request.

Now I want to add the left hand finger numbers for each note. Are you familiar with doing that?

In the Advanced Workspace go to the Fingering palette. You can use the Inspector to fine tune the positioning.
