We can stretch a measure with
... but we must have the measure itself fully selected to do so.
The stretch commands have no effect if a note (or other child object of the measure) is selected. UPDATE: Discussion below has revealed that Stretch commands work ONLY if the first note/chord of a measure is Range selected.
Since only one object can be "measure stetched" (the measure itself) I'd think it safe to pass the event until it reaches the measure. That would certainly streamline layout tasks for me, as it would allow me to stretch a measure while objects remain selected.
There are many such behaviors afoot. I'll add some more examples here as MuseScore reminds me.
